Engineer - Traffic Systems Maintenance

Primary Function:
Manage the issuing of drivers licenses after verifying the eligibility and competence of drivers qualify and comply with safety and traffic criteria. This is done after they pass various assessment tests. Develop, supervise and administer the outsourcing management system and contracts that includes the approval, audit and evaluation methodology.

Core Competency Level:
Employment Standards: Bachelor’s degree in Business Administration / Management.
Masters degree from a recognized university preferred.

Knowledge: Excellent knowledge of drivers licensing administration management and procedures, Dubai traffic rules and regulations and international licensing relations/protocols. Excellence knowledge in Microsoft Office Applications.

Skill/Experience: 7 to 10 years of drivers licensing management experience, familiarity with the audit and inspection procedures.
Experience with data analysis, roads techniques, safety, projects development review and drivers licensing operation management.

Excellent communication skills, report writing and group facilitation; presentation and public speaking, in both English and Arabic.

Analytical thinking; business judgment; business innovation; and forward thinking.

Attitude: Adaptability, strategic leadership, teamwork, focuses on results, developing organization talent, and active listener.

Key Performance Areas:

Organization Effectiveness:
• Develop an annual budget and forecast, monitor implementation, evaluate and recommend specific adjustments during the implementation to project needs.
• Manage the performance management system and ensure form completion in all aspects including counseling remarks, identification of training and development needs of employees.
• Manage and ensure submission of the yearly business objectives by employees.
• Ensure the timely submission of management measurable objectives to the concerned supervisor.
Drivers Licensing Management:
• Develop drivers licensing plans by setting numeric goals and key initiatives to achieve these goals based on current and expected performance within specifications.
• Oversee, manage and develop the drivers licensing functions, services, and related activities including but not limited to drivers registration, driving institutes control, drivers licensing, and the internal and external drivers licensing services.
• Monitor, qualify, and certify the outsourcing services, issuing of clarifications, letters, To Whom It May Concern letters and No Objection Certificate (NOC) to the other related services organizations.
• Manage, supervise, and control the drivers licensing procedures, and provide tools to develop and enhance the procedures including systems, technology used, outsourcing management, etc.
• Manage, develop and provide high level of drivers licensing management, support and advice to deliver effective planning outcomes for the department, manage the implement of the policy, plans, regulations and procedures of the Authority concerning the works of controlling of drivers licensing.
• Effectively manage and communicate the drivers licensing policy, objectives & targets, programs, performance and other issues to the various levels of employees.
• Manage all projects and reliable programs of drivers licensing internally or through external contractors, ensure the full obligation to the specifications of design and measures of adopted policy, ensure the integration, execute or monitor of drivers licensing projects to compliance with approved designs and specifications engineering, and construction activities.
• Manage the study of developing licensing centres, projects visibility study, locations, Traffic relation analysis and determination of all systems, and information required to manage and implement the new projects.
• Manage the study of the new proposed projects and determination of all equipment, systems, and information required to manage and implement the new projects.
• Manage and coordinate with the standard specifications authority to ensure that all drivers compliance with approved designs and specifications.
• Manage and input the information in the back end system computer in order for that to be a foundation to provide the on line procedures-self services (KIOSK) and evaluate the department achievements and performance through monthly and annual work reports.
• Manage to utilize and mobilize the available human & other resources, through liaison with support departments, other offices, or subsidiaries, to create project teams capable of completing effective, and quality work.
• Perform other responsibilities associated with this position when appropriate.
Training & Development:
• Direct and ensure the proper orientation program for new employees including the clarification of their role and job descriptions.
• Collate training information from the performance appraisal forms for identification and designing individual training programs.
Communication/Information Management:
• Analyze statistical data and reports to identify causes of drivers licensing problems and develop recommendations for improvement.
• Maintains accurate, up-to-date information and availability trends through current networking.
• Manage the Information System to enhance and improve the same for efficient use.
• Fulfill all reporting requirements of all relevant government rules and regulations.
• Maintain records and compile statistical reports concerning drivers licensing - related data.
Quality & Excellence Standards:
• Ensure efficient, courteous and timely services to all employees’ requests and inquiries.
• Ensure achievement of the quality objectives as set forth in the Authority and the department quality plan.
• Ensure achievement of targeted results in each key performance areas as outlined in the plan.
• Comply with the RTA’s quality standards and requirements.
• Comply with the RTA policy in respect to the Shareholders, Customer, Suppliers, Employees, and to carry out your duties and responsibilities as per RTA Code of Conduct.
Health, Safety & Environment:
• Ensure all the environmental aspects in the area of responsibility are identified and actions are taken to ensure compliance with the HSE standards.
• Comply with the RTA applicable HSE rules and procedures.
• Promptly report all accidents and/or potential hazards.
• Ensure that proper housekeeping is done within the department.
