MEP Commercial Manager

Prime Objective:
Manage overall commercial activities of MEP Dept to enable it to function as a separate profit center.

Key Tasks:

TENDER DUTIES AND RESPONSIBILITIES

Pre-Tender Submission.
Overall responsibility for all Tendering activities.
Reviewing any Special Terms and Conditions of Contract, pre Tender.
Liaising and working with Estimator pre-tender and providing guidance on tender submissions and risk allocation for tenders.
Reviewing and providing input into Bill of Quantities production and scope of works on Blue form Contracts.
Liaising with Estimator on Pre-Qualification submissions.

Post Tender Submission.
Overseeing any post tender negotiations and attending any negotiations or pre-appointment meetings.
Overseeing Surveyor Pre-Appointment meeting and providing a smooth transition between pre-tender and post tender.
Sign off of Tender Breakdown with Estimator and Director.
Issuing budgets against the signed off tender.
Finalise any value engineering possible with Contract Manager.
Overall responsible for purchases (tender specific or otherwise) within the department.

General Tender Items.
Chairing weekly Tender Review Meetings and recording minutes.
Review of Enquiry lists with Estimator and preparing schedules.
Following up on business leads.

PROJECT SPECIFIC DUTIES.
Bi-monthly project meeting with Project surveyor/Contract Manager.
Review of all correspondence and liaising with project surveyor/Contract Manage on identification of variations.
Attend important site meetings.
Assist and guide project surveyor/Contract Manager on production of valuations, variations and final accounts.
Overseeing sub-contractor appointments, nominated and domestic through management of the Tender Event Schedule with the project surveyor.
Attending critical variation account meetings.
Attending final account meetings.
Attending critical nominated and domestic sub-contractor appointment meetings.
Overseeing in conjunction with the project team all contract correspondence and contractual administration/notifications, for e.g.:
Notification letters.
Contract Records.
Information required schedules in conjunction with the Contracts Manager.
Advising and producing Contractual Claim, if necessary/required.
Defending claims from sub-contractors.
Checking important domestic and nominated sub-contracts.
Attending internal meetings.


COST REPORTING.
The Commercial Manager is responsible for overseeing the following reports, necessary for the cost reporting system:

Sign off of the cost report on a monthly basis with the Project surveyor/Contract Manager on each project.
Sign off of Matrix on a pre-start and monthly basis.
Overseeing and guiding surveyors on Preliminaries cost reporting and forecasting.
Production of Summary Report for Directors.
Review and issuing of Tender Event Schedules.

MONTHLY/WEEKLY REPETITIVE DUTIES.
Pursue Project Surveyors/Contract Manager for Recommendations and Architects Certificates.
Issue action lists to all Surveyors/Contract Managers.
Production of Monthly Cash Flow report.
Review of Surveyor Workload.
Appointing Surveyors to new projects.
Overall responsibility for ensuring that Contracts are returned signed.
Attend Monthly Management Meeting.
Review and assess Cost/Time/General implications of ALL correspondence.

CHAIRING MONTHLY SURVEYORS MEETING
Items outside of those mentioned above, which are addressed at the monthly surveyors meetings include:
Review Contracts issued/received.
Review Retention MCL & sub-contractor.
Review of Practical Completion certificates.
Review of Final Certificates.
Review of Action lists.
General interest items.

ADDITIONAL RESPONSIBILITIES
Prepare MEP design fee based on enquiries.
Manage the deliverables for MEP Design for the clients.
Manage the time schedule of the MEP Design Engineers.

Essential Skills and Qualifications:
Electrical/Mechanical Engineering Graduate.
Additional Diploma /certificate in Quantity Surveying
Extensive knowledge of MEP industry including design, tendering, construction.
Minimum 10 years relevant experience of which at least 3 years in project management/construction and remaining in commercial management of high value projects.
Exceptional knowledge of contracts and other relevant commercial aspects.
Good understanding of FIDIC and other relevant forms of contract

Preferable Skills and Qualifications:
Knowledge of Local Market is desirable.
Membership in ASHRAE or IEEE is desirable.
